       Andhrapradesh state government has released G.O.Ms.No. 47 Dated 30.04.2015 in this G.O Content are not visible. mostly i am expecting it contains  Recommendations by 10th Pay Revision Committee on DA        

      Dearness Allowance is a compensatory allowance to neutralize the rise in the cost of living index. The origin of Dearness Allowance can be traced back to the period of Second World War when it was introduced as a measure to protect Government Employees with fixed incomes from erosion of real wages owing to rising prices. Dearness Allowance as an addition to the compensation package of Government employees has continued uninterruptedly ever since it was introduced and it can be said that this allowance has now come to stay.

      The recommendations of Pay Revision Commission. The pay Revision Commission submitted its report on 29.05. 2014. The Commission has recommended Dearness Allowance be regulated at 0.524% for the state Employees for every 1% of Dearness Allowance sanctioned to the Central Government employees w.e.f 01.01.2014. The Dearness Allowance is compensatory allowance to neutralize the rise in the cost of Living Index.

The Commission accordingly recommends that the DA be regulated at 0.856% (536:626) for the state employees for every 1% of DA sanctioned the Employees of Government of India w.e.f 01.01.2009

               Accordingly, this Commission recommends that Dearness Allowance be regulated at 0.524% (536:1022)   [536/1022 = 0.524] for the State Government Employees for every 1% of Dearness Allowance sanctioned to the employees of Government of India With effect from 1.1.2014.

Pay as on 01.07.2013                       : Rs. 10,000
Central announced DA 10% for January, 2014 to July, 2014period, state employees were getting 8.56% as per RPS, 2010                


DA as per RPS, 2010                        : Rs. 10,000 X 8.56% = 10000X8.56/100 = Rs.856

DA rates in RPS, 2015

 The Central Government sanctioned DA 10% on 01.01.2014, 7% on 01.07.2014 accordingly revised rates of Dearness Allowance for state Government Employees in the RPS, 2015 is 5.24% on 01.07.2014, 3.668% on 01.07.2014 cumulative DA is 8.908%. The DA shall be nationally adjusted up to 01.06.2014. For the arrears period from 02.06.2014 to 28.02.2015 G.O will be issued separately.

    Andhrapradesh state government has released G.O.Ms.No. 46 Dated 30.04.2015 according to Recommendations by 10th Pay Revision Committee Fitment, merging the D.A ration as 01.07.2013 in the existing pay scales 2010, Revised Pay Scales with effect date, monitory benefit, Pay grades, master scales and etc details shown below as per old Revised Pay Scales G.Os.


  • Fitment benefit 29% proposed by the commission
  • DA 63.344% will be merged with RPS, 2010 pay scales
  • Revised pay scales should come into force from 01.07.2013
  • Existing 32 grades master scale contains 80 segments.
  • 5 stagnation increments beyond the time scale in all grades

  • Government held discussion with JAC of Employees Teachers and etc… in regard to implementation of major recommendations of the PRC Committee.
  • Fitment benefit 43%
  • DA 63.344% as on 01.07.2013 will be merged 
  • RPS will be implement Notionally from 01.07.2013 with monitory benefit from 02.06.2014 
  • Five stagnation increments beyond the time scale in the RPS, 2015. These are treated as increments for all purposes.

Monitory benefit

                The salary in the RPS 2015 will be paid in cash from the month of April 2015 which is payable in May, 2015. For the period 02.06.2014 to 30.03.2015 arrears will be issued bonds. IR which is paid earlier i.e from 01.01.2014 to 02.06.2014 shall not be recovered.   

Principles for exercising Option

          Government employee holding the post under the Government on 01.07.2013

Any pay fixation contrary to the Rules are liable for revision of pay and the excess amount paid thereon shall be recovered from the salaries of the concerned employees without any notice.

The Fixation of pay of all eligible employees shall be done and the claims for arrears of pay and arrears in Revised Scales of Pay, 2015 shall be processed through the “Human Resources Management (HRM)”,  Module of the “Comprehensive Financial Management System (CFMS)”.

How to opt RPS 2015

RPS 2015 ఆప్షన్ ఎలా ఇవ్వాలి అనేది చాలా మందికి వస్తున్న సందేహము. 

ఆప్షన్ అనగా ఏంటి?


మీరు Revised Pay Scales 2015 లోకి ఎప్పటినుండి వస్తారు అని
1. మీరు ప్రస్తుతం ఉన్న Pay Scales 2010 లోనె కొనసాగుతార
2. మీరు 01. 07. 2013 రోజు ఉన్న వేతనంతో RPS 2015 లో వేతనము పొందుతారా
3. మీ తదుపరి ఇంక్రిమెంట్ తేది నాడు RPS 2010 లో ఇంక్రిమెంట్ పొందాక RPS 2015 లోకి వస్తార
    మీ తదుపరి ఇంక్రిమెంట్ తేది అనేది 30. 06. 2014 లోపుది అయి ఉండాలి.
    ఒక వేల ఇంక్రిమెంట్ నెల జూలై అయితే వారు 01. 07. 2013 రోజున RPS 2010 లో ఇంక్రిమెంట్ పొందకుండా RPS     2015 లోకి వస్తార లేదా 01. 07. 2013 రోజున RPS 2010 లో ఇంక్రిమెంట్ పొంది  RPS 2015 లోకి వస్తార

Medical Reimbursement facility extended to AP state Employees

Andhrapradesh State Government has been released Medical Reimbursement facility to their Employees along with Employees Health Scheme in parallel up to 30.06.2015

O R D E R:


In the Government orders 1st read above, following orders were issued in para 3 of (v) in respect of Employees Health Scheme.

“The Employees Health scheme and medical reimbursement system under APIMA Rules, 1972 shall run parallel till 28-02-2015 and the medical claims of the employees / pensioners under reimbursement system shall be processed in accordance with the APIMA Rules, 1972 and the orders issued thereunder”


2.       In the Government orders 2nd read above, Govt has extended the  above provision upto 30-4-2015 along with Employees Health Scheme in parallel.


3.       In the letter 3rd read above, the Chairman, Joint Action Committee, Employees,   Teachers, Workers and Pensioners, Andhra Pradesh has requested the Government to extend the above provision upto 30-6-2015 along with Employees Health Scheme in parallel.

4.       Government after careful examination hereby extend the reimbursement facility as indicated para 3 of (v) in the G.O. 1st read above upto 30-6-2015.
 


5.       All  concerned are requested to take necessary action accordingly.

TSGLI Slab rates in RPS 2015

          Government have introduced the slab rates of compulsory premium towards  Government Life Insurance Scheme for the State Government Employees. Orders were issued previously to revise the pay slabs for deduction of Government Life Insurance Compulsory Premium from all the State Government Employees with reference to the Revised Pay Scales, 2010.

          Consequent of implementation of Revised Scales of Pay, 2015 to the State Government Employees issued, it has become necessary to revise the slab rates of premium towards Telangana Government Life Insurance Scheme with reference to the pay drawn by them.

          The Director of Insurance, Telangana State, Hyderabad has requested for revising the Pay Slabs and corresponding monthly compulsory premium towards Telangana State Government Life Insurance Scheme in accordance with Revised Pay Scales, 2015 with effect from 01.06.2015. 

         After careful consideration of the proposal of the Director of Insurance, Government hereby revise the Pay Slabs along with corresponding monthly premium with reference to the Revised Pay Scales, 2015 towards Telangana Government Life Insurance Scheme for implementation are specified below :

      The above revised premium rates shall be effected from the pay of June, 2015 payable on 01.07.2015. 

       All the employees must increase their premiums according to the revised rates specified above and also submit requisite proposal form after recovery of first revised premium from the salary and take Insurance Policy according to the revised premium from the Insurance Department.

       Whenever the premium is enhanced, proposal form has to be submitted and additional policies have to be obtained.

     Unless proposal form is submitted and policies obtained, the employees will not get Insurance coverage for the premium paid.

       The Drawing and Disbursing Officers concerned are solely responsible for effecting the recovery of revised premium from all the eligible employees (i.e., who are above 20 below 53 years of age) from the pay of June, 2015 duly forwarding the requisite proposal forms and obtaining the requisite policies from the Insurance Department.

       If the fixation is delayed for any reason, the premium shall be revised from the month of drawal of pay fixation arrears. In such case no arrears of premium shall be collected.

     The Director of Treasuries and Accounts, Telangana, Hyderabad is requested to issue suitable instructions to all the District Treasury Officers / Treasury Officers that the above revised premium rates with reference to new pay slabs are ensure cent percent coverage of eligible employees under Telangana Government Life Insurance Scheme by 30th June, 2015. The District Treasuries and Sub-Treasuries / Pay & Accounts Officers should verify the collection of premium as per the slab rates before passing the salary bills. The Director of Insurance shall ensure that policies are issued to all the subscribing employees immediately.


       All the Departments of Secretariat/Head of Departments are requested to issue suitable instructions to all their subordinates to ensure that all eligible employees are brought under the Telangana Government Life Insurance Scheme before the end of June, 2015.
